Every decision is a signed receipt anyone can recompute against your law. Showing you followed a rule is the opposite of writing one — it is accountability to an author who is not the machine.

No model, no agent, no quorum of a thousand agreeing agents writes or changes a law. Authorship is a human act, and the gate refuses any bind that is not a human's. The pen does not pass to the machine — ever.

The nightmare is an intelligence that edits the rules it runs under. Here that is not something we pledge not to allow; it is something the architecture cannot express. Authority to author enters at exactly one point, and it is a human's. The machine may be as capable as it likes — it still cannot reach the pen, because the pen was never in the loop it runs. That is what lets you grant it autonomy at any scale: the smarter it gets, the more it can do — and the one thing it still cannot do is decide what it is allowed to do.

Because the machine only ever applies exactly what you wrote, its faithfulness is a mirror. In shadow (authority_effect = 0), nothing is blocked yet — but the record still builds, and the flaws fall out where they are cheap: an ambiguous rule that won't compile, a boundary that would have refused something it shouldn't, a bug in the runtime itself. Every one caught while a rollback costs a restart, not a consequence. You watch your law be right before you let it be binding.
